It's extremely unlikely that we'll allow you to distribute any kind of .arf file. However, it is just a simple TAR file -- it's not even gzipp'ed. Writing something to update the kernel inside the TAR file should not be too difficult.

Unfortunately, you can't use Winzip -- it shafts device files.
